Senator Torgerson, Cochair, moved and asked unanimous consent                  
that the 24-Hour Rule (Rule 23(d), Uniform Rules of the Alaska                 
State Legislature) be waived on SENATE BILL NO. 311 An Act                     
providing for and relating to the issuance of general obligation bonds         
for the purpose of paying the state cost of port and harbor capital            
projects; and providing for an effective date. Without objection, it           
was so ordered.
